Are we sure that this Admiral was not the Co of the big E during this timeframe? Just kidding. But it is obvious that the old Xo is the fall guy here. Does anyone understand that a collateral duty of an XO is also moral officer? Lets get real here. Where is the support from the crew and what happens to the CO and Admiral. You can disregard the statement that the CO and Admiral knew nothing about the content of these programs, as a former carrier sailor, I can tell you that the CO is responsible for everything that happens onboard his/her ship.
